I'm struggling to come up with paragraphs on the reasons for the opening of the negotiations.
I've come up with some titles for the paragraphs but I'm unsure;
1. IRA were running out of arms - they had no other choice but come to a truce.
2. The British were spending quite a lot of money on Ireland for soldiers and weapons. Wanted to end the conflict
3. De Valera wanted independence but the British weren't going to accept this but offer a dominion status but de Valera turned down the offer. The British wanted to come up with a resolution
4. Both leaders agreed that corresponding alone wouldn't help come to an agreement but cause more confusion.
